Added Cold Damage Support

Adds cold damage to hits made with the linked skill. For instance the cold damage will be added to hits made by any attack skill or spell that hits, or hits made by things such as the area damage explosions from Module Error: Too many skills found with q_where = skill.active_skill_name="Fireball". Please choose only one of the following ids:
MonsterFireball - Deals (10-1810) to (15-2808) Fire Damage, Base radius is 0.9 metres (page)
MonsterFireballContactPos - Deals (10-1810) to (15-2808) Fire Damage, Base radius is 0.9 metres (page), Detonate Dead, or Minion Instability.
The cold damage will not be added to damage that is not part of a "hit", such as the Bleeding caused by Module Error: Too many skills found with q_where = skill.active_skill_name="Puncture". Please choose only one of the following ids:
MonsterPuncture - +(112-197)% more Damage with Bleeding, Causes Bleeding (page)
MonsterPunctureAtAnimationSpeedUnique - +(112-197)% more Damage with Bleeding, Causes Bleeding (page), or the Chaos Damage per second from being Poisoned by Module Error: No skills found with q_where = skill.active_skill_name="Poison Arrow" or Viper Strike. The cold damage will however be added to the weapon hits from Puncture, Poison Arrow, Viper Strike, and any other skill that hits.

Each percentage of quality adds 0.5% Chance to Freeze.

This skill can be gained as a reward for finishing quests:
- The Siren's Cadence in Act 1 (Normal), by Shadow, Ranger, Duelist, and Scion
- Sharp and Cruel in Act 2 (Normal), by Ranger and Duelist
- Sever the Right Hand in Act 3 (Normal), by Ranger and Duelist
- The Siren's Cadence in Act 1 (Cruel), by Ranger
- Sharp and Cruel in Act 2 (Cruel), by Ranger
- Sever the Right Hand in Act 3 (Cruel), by Ranger
