Syndicate Operative is a type of monster only found in Betrayal Syndicate Hideout (Research) encounter or sometimes, the Betrayal encounter in map. It is one of the popular choice of spectre.
There are two internal ids of this monster.[1][2]
The monster has templar, humanoid, human internal tags. However, it is not certain that are there any lore relation of Immortal Syndicate and the Templar faction of the game.
