Modifiers

This sceptre applies the Hinder debuff on nearby enemies, and increases the damage dealt to them.

The radius of the Sigularity item aura is 25.[1] It cannot be altered with modifiers to area of effect because the aura is a property of the item, not a character.[2]

(60-80)% increased Damage against Hindered Enemies is a conditional modifier and it doesn't affect damage over time.

Singularity has a legacy variant.

Using a Blessed OrbBlessed OrbStack Size: 20Randomises the values of the implicit modifiers of an itemRight click this item then left click another item to apply it. on a legacy version from before version 2.3.0 will double the value of its implicit modifier to 20% rather than raising it to the current value of 30%.[3]
