Undead Vaal are one of several monsters that can be found in Vaal-themed areas. So far they appears in The Vaal Ruins only. They were added to the core game in version 3.17.0 as reskinned and simplified versions of Ultimatum monsters, along with Flame Salvager and Flame Scuttler, etc.
According to Necropolis league's league mechanic UI as well as monster names, they are undead. However, they lack of internal use monster tag "undead".
In addition, Vaal Fallen was retconned as part of the Undead Vaal according to that league's mechanic. However, the monster does have internal use monster tag "undead", but at the same time according to version 0.11.4 patch notes, it cannot be raised by a necromancer.
