Herald of Ash is a spell that reserves mana to increase damage output. See also Herald of Ice and Herald of Thunder.
Skill Functions and Interactions
Area of Effect: AoE modifiers affect the radius of the on-kill effect. It is currently unknown if the damage multiplier from Module Error: No skills found with q_where = skill.active_skill_name="Concentrated Effect" affects the ignite.
Elemental Proliferation: The ignite status effect from the on-kill effect can be proliferated.
Fire: It can be assumed from the fire tag that the extra fire damage gained from this skill can be scaled further using increased fire damage % mods.
Overkill Damage: The overkill damage value used for the on-kill effect is based on the total excess damage of the killing hit, not just its fire damage.[1]
Culling: When using an attack with Culling Strike, the overkill effect will only apply if the killing blow takes the monster to less than 0% life. Between 0% and 10% the overkill graphic does not appear when the monster dies.

Strategy
In the case where enemy death occurs uniformly at random with respect to damage dealt, the chance of an enemy dying from a particular hit is proportional to the damage the hit deals. The mean overkill damage for that hit is half the damage of the hit. This makes the mean overkill damage overall equal to
0.5 * mean (damage2) / mean damage
