The whole idea behind a threshold jewel is that you need to meet a threshold of attribute points in the jewel's radius to improve a specific skill. Pugilist definitely does not function that way, since there is no threshold to speak of. - To me it seems that neither Inspired Learning nor Pugilist fit the definition of a threshold jewel. The whole idea behind a threshold jewel is that you need to meet a threshold of attribute points in the jewel's radius to improve a specific skill. Pugilist definitely does not function that way, since there is no threshold to speak of.
