The Key to Freedom is a main quest in Act 5. It is a prerequisite of Death to Purity.
Walkthrough
This quest is granted by an NPC in the Overseer's Tower. Alternatively, skip talking to the NPC and go straight to the Control Blocks and kill the boss.

Use the entrance in the Overseer's Tower to enter the Control Blocks. The boss is in the top right corner of the map. The side quest In Service to Science also takes place in the same area.
